How Vietnamese SaaS Businesses Receive Foreign Currency

Selling SaaS overseas involves two distinct layers: collecting money from the buyer and receiving, reconciling and bringing receipts to Vietnam. Checkout, subscription management, Merchant of Record (MoR) and foreign-currency receiving services do not serve the same role. This guide compares six approaches, identifies foreign-exchange and tax questions, and explains IRID’s role for eligible B2B receipts. Third-party information was checked on 5 November 2026; confirm actual terms and pricing for your case.
Three Areas to Prepare for Overseas SaaS Sales
Check provider eligibility, full costs and records. Do not assume Vietnamese businesses have no suitable options or one tool automatically handles every obligation.
Stripe does not support businesses registered in Vietnam
Stripe distinguishes merchant registration availability from buyer location. Vietnam was not listed for direct registration on Stripe Global when checked on 5 November 2026. Incorporation in a supported market alone does not guarantee approval; verification, banking, business activity and other conditions apply.
Stripe separately lists eligible payout destinations for supported models. Receiving a payout at a Vietnamese bank does not establish that a Vietnamese entity can register its own Stripe merchant account for subscriptions. Read the specific product and platform-role requirements rather than treating a changelog as universal eligibility.
The cost and delay of SWIFT transfers
Swift is a financial messaging network. Direct bank receipt may involve sender, intermediary, receiving and conversion costs depending on route. Charges are not identical for every transfer, nor are bank transfers limited to large contracts. Agree on currency, beneficiary instructions, charge allocation and expected timing with the bank.
Documentation pressure as revenue grows
From the first transaction, link buyer, contract or order, invoices where applicable, fees, rates and confirmations. A platform record helps reconciliation but is not automatically sufficient for every accounting, tax or audit requirement. Personal versus company account use must match the business role and service terms.
Classify Revenue Flows Before Choosing Tools
Self-serve and invoice-based B2B are useful analytical categories, not a rule requiring exactly two tools or routes.
Self-serve revenue paid by card
Self-serve subscriptions commonly need checkout, billing, renewal, failed-collection handling, refunds and reconciliation. Cards are one option; other methods may be available by market. Determine responsibility for consumption tax rather than assuming a processing tool handles every obligation.
B2B revenue paid by invoice and bank transfer
Business buyers may use contracts and invoices with transfers or other accepted methods. Values and cycles vary. Confirm beneficiary name, references, currencies and records with the customer; not every B2B buyer refuses cards or requires the same account type.
One or several tools may work if functions and eligibility fit. Avoid duplicate charges, missing data and role confusion rather than assuming more channels are necessarily better.
Compare Six Approaches by Function and Eligibility
These are approaches to investigate, not approval for every Vietnamese business. They are not identical product types: some involve entity structure, others checkout, MoR or receiving routes.

Merchant of Record for subscription revenue
An MoR acts as seller to the end customer within its agreement and typically handles receipt and relevant consumption tax. The SaaS business must still check Vietnamese obligations and records. Paddle publishes pay-as-you-go pricing of 5% + USD 0.50 per checkout, with custom arrangements including low-value transactions. If the standard rate hypothetically applies to USD 5, total fees are USD 0.75 (15%), not only the 10% fixed portion. This is arithmetic, not a low-price-plan quotation.
PayPal and Payoneer
Evaluate PayPal by transaction type, account country, pricing and current withdrawal terms. Payoneer lists an annual account fee of USD 29.95 where receipts are below USD 6,000 or equivalent in 12 consecutive months, subject to applicable terms. This is not a USD 2,000-per-month recommendation. Check the account’s own fee schedule and distinguish account fees from card fees.
Foreign-Exchange and Tax Questions for the SaaS Model
SaaS alone does not classify every receipt as the same exported service. Identify the contractual seller, buyer, use location, deliverables and source of funds. MoR or foreign-entity arrangements may change contractual relationships and records.
Foreign exchange rules on service export revenue
Decree 70/2014/ND-CP is one reference for foreign-exchange receipts and activities. Clarify repatriation requirements, timing, accounts and any permitted exceptions applicable to the case. A brief summary cannot establish that every overseas balance is unlawful or a product route satisfies every business model. Map the contracting party, collecting party, deductions and payout party before using an MoR, partner or foreign entity. Confirm the route and records with the bank and advisers; not every MoR payout is a repatriated profit distribution.
Distinguish Outside-Scope VAT Treatment from a 0% Rate
Not subject to VAT and taxable at 0% are distinct treatments. Qualifying software products/services fall within a non-VAT category; determine whether the actual SaaS supply meets that classification or another category. Check current VAT law, Decree 181/2025/ND-CP and amendments; overseas buyer location alone does not establish 0% eligibility.
A SaaS offer may bundle software use, hosting, digital content or support. Assess the contract and actual supply. For an export category considered for 0%, verify all conditions, exclusions and records, not only the customer’s registration country. Obtain advice on classification and invoicing; a ruling for one household business or technical-support service is not a ruling for all SaaS.
Household businesses and individual SaaS founders from 2026
Resolution 198/2025/QH15 ends the presumptive tax method for household and individual businesses from 1 January 2026. Account and wallet notification guidance must be checked for the applicable scope. Individual founders do not necessarily share the same status, tax threshold or filing method.
Keep records by source, actual seller, fees and confirmations. Net VND after deductions is not automatically revenue or taxable income; a receiving service does not determine tax obligations.
IRID’s Role for SaaS B2B Receipts
For invoiced receipts, investigate a service eligible for the sender, currency and records. Separate receiving details do not prove ownership of an independent bank account. Receiving funds is distinct from checkout, card processing or subscription management.
IRID is an international receiving identifier developed by FinFan. Each customer receives a unique code for identification, tracking and reconciliation. FinFan does not issue overseas bank accounts; IRID should not be treated as an MoR or automated card-collection tool.
Roles in the Receiving and Payout Process
Four groups of roles can be distinguished, with actual processing dependent on the route:
- The overseas sender uses the instructed beneficiary details, currency and reference, after confirming the suitable route.
- International partners perform their supported receiving and processing steps. A client’s country does not establish automatic eligibility for ACH, Fedwire, Swift or another network.
- FinFan provides registration, verification, tracking, information submission and withdrawal-request functions under the process.
- For domestic payout, users request VND to a domestic bank account linked to the platform.
Each business receives its own IRID code for identification and reconciliation.
Route-Specific IRID Withdrawal Fees
Registration and maintenance are free under the current schedule. Withdrawal rates are 0.7%, minimum USD 25, for Local USD/EUR/CAD and Local GBP; or 1.5%, minimum USD 50, for SWIFT/Local Fedwire. These are route alternatives, not automatically a 1.5% receipt fee plus a 0.7% withdrawal fee.
Confirm route, fee basis, deduction currency, effective rates and any other charges. Do not assume Local is always cheaper end to end or treat historical Instant/T+0/T+1/T+2 figures as current VND crediting commitments.
Illustrating Minimum Fees When Grouping Withdrawals
Assume grouping is permitted and the 0.7% route with a USD 25 minimum applies to three USD 1,000 receipts:
- If you withdraw each payment separately, 0.7% of $1,000 is $7, which is below the minimum. Each withdrawal therefore costs $25, for a total of $75.
- If you combine all three into a single $3,000 withdrawal, 0.7% is $21, so the $25 minimum applies. The total fee is $25.
The USD 50 difference concerns withdrawal fees only under these assumptions, excluding rate movements or other costs. Group where system and record conditions permit and liquidity allows. Check the actual exchange-rate information and timing under current instructions.
Documentation when withdrawing funds to Vietnam
Declare a purpose reflecting the actual transaction. Supporting information for each source may include:
- the sender's country and bank
- the invoice number
- an order list, or the service name with its price
Standardise buyer, invoice and reference codes for reconciliation. Submitted records differ from confirmations supplied after processing; neither automatically satisfies every tax or audit requirement.
Registering for IRID and Checking Before Use
The Merchant Portal guide describes the following process:
- Create an account and confirm your email with a six-digit code.
- Supply identity or business details and requested records. Check extracted data where applicable and use current tax-registration instructions.
- Complete eKYC through FinFan Merchant as instructed for the person requiring verification; do not assume every owner has an identical requirement.
- Follow the review outcome and additional requests. Timing depends on assessment; no fixed one-to-two-business-day activation commitment is confirmed.
- Once approved and supplied with details, confirm currency, beneficiary, reference and route before sharing.
Through the partner network, IRID supports 30+ receiving currencies converted to USD before reaching Vietnam. Outside that route, currencies are USD, CAD, AUD, EUR, GBP and SGD. VND is paid out following withdrawal. No external platform has yet been confirmed for IRID receipts, including Stripe or MoR payouts.
Checklist for SaaS Tools and Foreign-Currency Receiving Flows
Before you decide, founders and finance leads should answer six questions:
- Revenue mix: What share of revenue comes from self-serve card payments, and what share from B2B invoices?
- Average transaction value: How does a fixed per-transaction fee affect your lowest-priced plan?
- Tax and seller roles: who invoices the end customer, who takes consumption-tax responsibilities by contract and which obligations remain with the Vietnamese business?
- Vietnam route: who pays out, in what currency, through which eligible route and account, and with which records?
- Records for audit and tax: Can each incoming payment be matched to a specific contract and invoice?
- Total cost: which receipt, conversion, withdrawal, recurring, refund or reserve conditions apply? Do not double-count costs included in a rate or alternative route row.
Subscription tools may be combined with a B2B receiving service if suitable, but each connection needs verification. Do not infer direct IRID receipt from checkout, Stripe or an MoR simply because both products have payout-related functions.
Conclusion
A suitable setup separates selling and subscriptions, seller-of-record responsibilities, receipt, conversion and payout. Choose by actual model, eligibility, cost, reconciliation data and obligations. For IRID, confirm the currency, source, route and records for each B2B receipt rather than treating it as card checkout or an MoR. Clear records assist reconciliation without guaranteeing tax, audit or approval outcomes.
